Research Terms and Conditions

Research Terms and Conditions (RTCs) were developed in an effort to reduce the administrative burden on Institutions of Higher Education through providing clarification to Federal requirements and/or waiving certain prior approval requirements.  For example, RTCs would allow for rebudgeting up to a certain percentage threshold without prior approval from the federal agency.

Not all federal agencies implement RTCs; therefore, it is important to review the award document to determine if the federal agency includes the RTCs as part of the award requirements.  The National Institutes of Health (NIH) has incorporated the RTCs within their agency regulations, refer to section 3.1 of the NIH Grant Policy Statement.

A Prior Approval Matrix is included within the RTCs which summarizes the Prior Approval Waivers provided by federal agencies that have integrated the RTCs.
